Legendary California Democratic Congresswoman Maxine Waters has been charged with an ethics violation. On the heels of a high-profile ethics-violation investigation of New York Congressman Charles Rangel, Waters appears to be next in line. She has been under investigation for a possible conflict of interest involving a bank that sought bailout money. What's the alleged conflict? Waters' husband owned stock in the bank. This black president thing isn't working out too well for black members of Congress.
