Lancaster Police Chief Keith Humphrey said Wednesday there was nothing his officers could have done differently when they responded to a domestic disturbance call from the younger Brown's girlfriend at an apartment complex Sunday. David Brown Jr., who was bipolar, was having a "psychotic breakdown." Lancaster police initially did not arrest him because they said it was a verbal argument between Brown Jr. and his girlfriend, and you cannot arrest someone for being crazy. Subsequently, Brown Jr. shot and killed his 23-year-old neighbor Jeremy McMillian and Lancaster police officer Craig Shaw before police killed him. Too sad and ironic for words.
