Philly.com is reporting that the FBI performed a top-secret operation near Penn State that simulated what would have happened if the car bomb had exploded in Times Square. Even Gov. Ed Rendell was not aware of the exercise. The FBI rigged a replica SUV with explosives at a still-unknown location 30 miles from State College and detonated it. Investigators found that the homemade fertilizer bomb would have created a large explosion with deadly consequences, killing untold numbers of people in the heart of New York City. The agency failed to notify any state or local agencies about the simulation, which involved re-creating an urban street scene in rural Pennsylvania.
Some say state and local authorities should have been notified. The FBI is known to conduct top-secret operations that do not involve notifying other parties. That is a privilege that they have, and if the governor of Pennsylvania isn't pressed about it, then why are they?
