Secretary of State John Kerry has pledged $1 billion in U.S. loan guarantees for Ukraine’s anti-Russian leadership, the Washington Post reports.
The loan package—pending congressional approval—is expected to buffer any adverse effects to Ukraine from price increases for energy if Russia’s supplies are cut, the Post notes.
Kerry, who is currently in the country’s capital of Kiev, will be in talks on Tuesday with the country’s stand-in leaders and is showing support for the former opposition leaders, who are bracing for a standoff with Russia.

He is also promising economic and technical help for the leadership, but so far no mention has been made of any military intervention.
