Scandal continues to ravage the New York City Police Department (NYPD) after its highest-ranking uniformed officer abruptly resigned amidst shocking allegations last month.
According to the New York Post, who broke the original story, the Chief of the NYPD, Jeffrey Maddrey, has stepped down from his position. This news directly follows The Post’s coverage of allegations suggesting Maddrey demanded sexual favors from a subordinate in exchange for overtime. And now, the Feds are getting involved.
The Allegations
In a bombshell interview with the New York Post, Lt. Quathisha Epps claimed Maddrey pressured her to give him sexual favors in exchange for professional benefits. “He wanted to have anal sex, vaginal sex, oral sex.” According to her, “he was always asking me to kiss his penis.”
In the complaint filed by Epps, the abusive arrangement between her and 53-year-old Maddrey allegedly began in 2023 in his office at One Police Plaza, and it continued up until this week, according to CBS News.
The complaint paperwork was filed on Dec. 16, just two days before Epps’ suspension, according to The Post. She was just shy of completing 20 years with the department.
Epps told The Post, Maddrey was allegedly sitting at his desk with his pants open when he first approached her. “He said he dreamed about f*****g me in my a**,” Epps claimed. “I said, ‘But Chief, you’re the Chief of Department...’ He was like but ‘I’m still a n**** and you look good.’”
She continued detailing the graphic encounter to The Post. “He bent me over the arm of the couch, and when I tried to back away but he was telling me ‘Just let me put it in a little bit,’” Epps said while crying. According to her, Maddrey and Epps continued having sexual encounters at least 10 times after this incident.
Sex For Overtime
The former lieutenant said the overtime benefits started to kick in after she told Maddrey about her financial problems. “I told him I was about to lose my home,” she said. “He told me I could do whatever overtime I needed. He told me I was like his sister.”
According to Epps, the former director would even promise to help her with her personal woes. “I think he’s a predator,” Epps continued to The Post. “He’d say, ‘We’re going to save your house.’ Like he’s rescuing me.”
Retaliation
After refusing his advances in October, Epps said Maddrey fought back by “orchestrating an intentionally manipulated Monthly Overtime Report,” according to the complaint. This resulted in “a criminal and internal investigation opened against her [Epps].”
Last year, Epps earned $400,000— including $204,000 solely in overtime for her administrative job in Maddrey’s office, payroll records obtained by The Post show.
After Epps was outed in the list of high overtime earners, she was suspended for 30 days and is currently being investigated for the excessive overtime, according to The Post.
The Fallout
On Thursday (Jan. 2), federal investigators provided warrants to search several locations linked to Maddrey, including his home, according to ABC 7. As of Jan. 3, 2025, it is unclear what the federal search turned up.
The Post reported Maddrey is now living with relatives in Georgia after his wife kicked him out of their Queens, N.Y. house. According to sources, the disgraced cop left his home with two suitcases right after The Post broke news of the scandal.
Since the Maddrey drama broke news, N.Y. Mayor Eric Adams, who appointed Maddrey to his position, said “His policing practices and what he has done as a police officer, the knowns. I have been extremely, extremely proud of those knowns. Those are the things that people knew him for and what he has done.”
Adams is facing his own federal investigation for bribery and campaign finance offenses, according to his indictment.
