This week marks the seventh anniversary of Hurricane Katrina, and MSNBC host Melissa Harris-Perry, a New Orleans resident, digs into the political fallout from the 2005 storm. John Kerry in 2004, the head of state won 11 percent of the black vote, but after his handling of Katrina's aftermath, his approval rating among African Americans fell to 2 percent.
